The federal register is read daily. Every insurance-cancellation filing in the window becomes a candidate. Immediately before release, each candidate is re-checked against the current federal ledgers; any filing already resolved is dropped and the drop is recorded. What remains is delivered — one owner per state. A validation report is generated per window and released only after founder approval.

Caveats, verbatim from the validation artifact
- Legacy system volume, NOT current-system volume: the retired feed ran ~5x the current Motus-era emission rate nationally, and the legacy->Motus ratio varies by state (0.09-0.30). These figures are history and upside context — they never price anything.
- 5.5% false-lapse error bar applies to public-feed lapse data (fleetfax audit).
- State attribution via frozen census business state; carriers that moved states attribute to their filing-era state.
